Milillo e Scotti in audizione al Senato
Questa mattina ha avuto luogo l’audizione della FIMMG da parte della Commissione igiene e sanità del Senato, sul tema della sostenibilità del SSN, cui hanno partecipato il Segretario Nazionale, Giacomo Milillo e il Vice Segretario Vicario Silvestro Scotti.
La FIMMG ha presentato i documenti allegati, soffermandosi in modo particolare sul contributo al cambiamento che intende offrire nell’ambito del rinnovo convenzionale in corso.
In premessa FIMMG ha sottolineato, anche in considerazione delle recenti e apprezzabili dichiarazione del Capo del Governo, che è disposta ad accettare la sfida proposta da Renzi rispetto ai rinnovi contrattuali. C’è sicuramente bisogno “di più denari “ da indirizzare al miglioramento delle prestazioni per i cittadini attraverso una premialità per i medici, ma anche per la creazione di nuovi posti di lavoro finanziando il personale di studio.
In particolare ha illustrato alla commissione i problemi derivanti dall’elevata età media dei medici di medicina generali attivi che, per di più, dimostrano una tendenza al prepensionamento; ciò comporta un maggiore fabbisogno per il ricambio generazionale della categoria che determina a breve termine una insufficienza del numero dei medici formati in medicina generale.
Ferma restando la necessità di rivalutare a livello nazionale e regionale i numeri di borse di studio per la formazione specifica, magari riequilibrando le risorse destinate a tutta la formazione post-laurea, la FIMMG ha proposto di consentire l’accesso ad incarichi a tempo indeterminato di Emergenza urgenza territoriale e di Medicina Penitenziaria senza il Diploma di medicina generale, ma con corsi di formazione ad hoc come di fatto già avviene per l’Emergenza 118, consentendo agli stessi dopo un certo numero di anni di servizio di accedere come sovrannumerari (senza borsa di studio) al corso di formazione specifica. Inoltre ritiene fondamentale incentivare la vocazionalità alla formazione specifica in mg, anche integrando la borsa di studio dei tirocinanti con la retribuzione delle attività professionalizzanti.
Riguardo alla polemica relativa alle 16H, la FIMMG ha precisato che questo tema, sollevato strumentalmente da alcune organizzazioni sindacali e soggetti politici, viene colto dal Sindacato come opportunità di flessibilità organizzativa e non come standard assistenziale. La FIMMG ha precisato inoltre che non accetterà mai di firmare un ACN che preveda una riduzione dei livelli assistenziali attuali e una riduzione dell’organico o del monte orario attuale, che sono strettamente collegati alla redditualità della categoria e all’equilibrio previdenziale. Si è comunque precisato che nel confronto con la parte pubblica non si sono ravvisate simili intenzioni da parte della SISAC e del suo Coordinatore.
In considerazione dell’interesse suscitato nella Commissione e del conseguente dibattito, la stessa ha chiesto a FIMMG la disponibilità a rivedersi a Settembre per ulteriori approfondimenti.
